Any page in the region of Subeta the bird is from, I think. I got mine at the zapper in Darkside, but I also only looked in Darkside for it.

I found it on the forums page, and I also noticed one (an old link that didn't work anymore) on the general map of subeta, so I'm not sure how the areas they live in affect the area they can be found.

Only 8 of the birds are specific to a region. I think the others can be found anywhere.
